Shortly after the beginning of pari-mutuel wagering in Virginia, the Virginia Racing Commissions' Code Revision Committee drafted legislation designed to allocate one-quarter of one percent of the total handle to three equine related entities - the Virginia Horse Industry Board (VHIB), the Virginia Horse Center (VHC) and the Virginia-Maryland Regional College of Veterinary Medicine. The legislation was subsequently passed by Virginia's General Assembly. The allocation gives one-half of the money collected to the Vet school and divides the other half between the VHIB and the VHC.

Although the recent budget crunch has caused the General Assembly to take back some of the funds originally allocated to the VHIB and VHC, the Virginia-Maryland Regional College of Veterinary Medicine has retained its share of the revenue. At the second Virginia Equine Forum, sponsored by the Virginia Thoroughbred Association and the Virginia Horse Council, Dr. Nat White announced that over the past 4 years the Virginia-Maryland Regional College of Veterinary Medicine has received $1,164,000.00 in proceeds from pari-mutuel funds to further equine research and equine studies. To date $724,000.00 of this money has been distributed or committed to help increase equine research in numerous areas.
